Putin orders Russian data centers to reserve 10% for the state

Putin has told non-state Russian data centers to set aside 10% of capacity for state IT systems, available on 24 hours' notice.

Vladimir Putin has demanded that non-state data centers in Russia set aside 10% of their total capacity for the state’s IT infrastructure. According to Tom’s Hardware, the capacity must be made available to the state on 24 hours’ notice.

The order comes in the wake of Ukrainian drone attacks. The point of the reserve is simple: if state facilities go down, the workload can be moved quickly to commercial servers.

For hosting providers and operators, this means a tenth of their capacity is no longer fully theirs. On request, it has to be freed up within a day, which is a very short window for that kind of operation.

The catch is in the details the available material does not give. It is unclear how the 10% will be calculated, who pays for the capacity and on what terms, and what happens to customers whose servers sit on the reserved share.
